Using a sharp knife, make an incision all the way around the drumstick bone to cut the tendons and remove the skin, cartilage, and flesh from the top of the drumstick.
Bring the remaining skin and flesh down to the bottom of each drumstick to form a ball.
Place the drumsticks in a bowl, then add the olive oil, cornstarch, garlic powder, salt and pepper and toss to coat.
Preheat oven to 400 F.
Place the drumsticks upside down on a baking sheet and bake for about 40 minutes or until the chicken is cooked and its skin is slightly crispy.
While the drumsticks are cooking, combine the BBQ sauce and butter in a small saucepan. Simmer over low heat for 5 minutes. Keep warm.
While the drumsticks are cooking, make the sauce by combining all the ingredients and mixing until smooth. Taste and adjust.
When everything is ready, dip the drumsticks in the BBQ sauce, so that only the meat is covered, like a lollipop.
Place on a plate and garnish with the blue cheese sauce and green onions.
Serve immediately.
