Preheat oven at 200°C (400°F).Place all sauce ingredients in food processor and form a salsa style puree, about 20 seconds.Pour sauce in an oven dish approximately 8 x 11.5 x 2 in.(20 x 29 x 5 cm). Set aside.Sprinkle each fillet with Parmesan and cover with spinach leaves. Place a scallop at the end of each fillet and roll. Use a tooth-pick to hold the roll together. Place on top of the tomato and basil sauce.Cook about 12-18 minutes, until scallops and fish are well cooked.Serve tilapia rolls with sauce.
