Spread cream cheese into the bottom of a 9-in (23-cm) glass pie plate or serving dish. Combine chili sauce with horseradish and spoon over cream cheese. Sprinkle with shrimp and green onions, and top with shredded cheese. Chill for 1 hour. Serve with crackers, breadsticks and fresh vegetables.
