In a bowl, mix flours, salt, cinnamon, sugar and baking powder together. Make a well in the middle, and add beaten eggs and melted butter. Stir with a fork until just combined.
In another bowl, soak oatmeal in first quantity of milk (1 3/4 cups or 330 mL). Let sit 5 minutes.
Stir oatmeal into batter. Add second quantity of milk (approximately 1/2 cup or 125 mL), little by little, until batter is of right consistency.
In a skillet, heat butter or oil on medium. Ladle a small quantity of batter into the skillet and cook 1 - 2 minutes until underside is browned. Flip and cook for 30 - 45 seconds more.
