Preheat oven to 400 degree F.
In a large overn-proof skillet, heat the oil over medium-high heat. Sauté the bell peppers, onion, garlic until soft, about 5 minutes.
Stir in the uncooked quinoa followed by the green chilies, frozen vegetables, bolognese, taco seasoning, green onions, cilantro and broth.
Stir well to combine and bring to a simmer.
Transfer to oven for 20-25 minutes, until most of the liquid is absorbed.
Carefully remove and sprinkle over cheese.
Raise the oven temperature to 450 degrees F and carefully return skillet to oven and continue to bake until the top is lightly browned and cheese is melted, 3-5 min.
Serve warm.
