Put butter in food processor and pulse until creamy.Add in the Parmesan, herbs and flour, one at a time, and pulse until combined.Add the water and mix to combine.Pat the dough into a disc, wrap in plastic wrap, and chill for about half an hour.Preheat oven to 350°F (180°C).Roll out the chilled dough to about ¼ - ½ thickness.Cut out shortbreads using a small, round cookie cutter or glass.Place the circles on a baking sheet and bake for about 22-25 minutes, or until golden.
