Preheat the oven to 350°F (180°C).In a pan, lightly brown butter; whisk in flour and cook mixture 2 minutes.Add milk and oyster juice and bring to a boil.Cook over medium heat 5 minutes then add oysters. Set aside.Heat pastry shells 5 minutes in the oven on a baking sheet; serve filled with oyster sauce.Top with chives and serve.
