Preheat the oven to 200 °C (400 °F). Line a baking sheet with parchment paper.Cut jalapeños open lengthwise and remove their seeds using the back of a spoon.Stuff jalapeños with goat cheese, filling them well.Wrap half a slice of bacon tightly around each goat cheese-stuffed jalapeño. Secure with a toothpick or thin bamboo skewer and place on baking sheet. Season with pepper.Bake in the oven for about 15 minutes, or until bacon is crispy, flipping jalapeños over halfway through.In the meantime, in a mixing bowl, blend the yogurt, the oil, the vinegar and the green onions.
