Place onion and green pepper in a salad bowl.Mix lime juice, olive oil and half of the basil and tarragon together.Season to taste.Pour dressing over the onion and pepper.Cut tomatoes into wedges.Slice the kernels from the ears of corn.Add corn and tomatoes to the green pepper.Add dressing and remaining herbs.Add shrimp and toss.
