Preheat the oven to 325°F (165°C).In a frying pan, brown beef; drain well.Add the remaining ingredients, except wheat tortillas; mix and season.Put some beef mixture on each tortilla and roll.Place tortillas in an oiled casserole dish (open side down) and bake 20 to 25 minutes. Serve.
