In a large saucepan, heat oil over medium heat. Add the onion, celery, carrots and garlic, and sauté until tender, about 10 minutes. Season with salt, pepper and herbs, to taste.Add the barley, potatoes and turnip. Sauté for 2 minutes, stirring.Add the broths. Bring to a boil, then reduce heat, cover and simmer for 45 minutes until the barley, potatoes and turnip are tender.
