Cut peppers into segments lengthways and remove seeds.Chop anchovies and garlic. In a skillet over medium heat, cook anchovies and garlic in butter and oil. Stir in milk.Add peppers and cook 6 minutes or so, stirring to baste thoroughly with sauce. Serve immediately.
