In a saucepan, brown onion, green onion, ginger and red pepper in butter and oil for 4 minutes, stirring constantly.Add wine and fish sauce and continue cooking for 3 minutes.Add mussels. Cover and cook 4-5 minutes over medium heat until mussels open, shaking pan from time to time so that heat is evenly distributed.Add basil, shaking pan again so that basil is evenly distributed throughout. Remove from heat and serve.
