Preheat the oven to 325°F (160°C).Salt and pepper the roast. In a non-stick ovenproof pan, heat the oil on medium-high and sear the meat on all sides for approximately 5 minutes. Add the garlic and continue cooking a few seconds. Add the remaining ingredients except for the scallions, raise the heat and bring to a boil. Remove from heat and cover. Place in the oven and cook for approximately 2 hours. Remove the meat from the oven, wrap it in aluminum foil and let stand for 5 minutes. Slice and garnish with scallions. Serve.
