Bring a half-full pot of salted water to a boil. Immerse fillets completely.Cover and simmer over low heat for 3-4 min.Transfer cooked fish to a bowl, flake it and let cool.Add cold mashed potatoes, cheese, dill, parsley, lemon zest, salt and pepper and mix thoroughly. Make 4 patties.Dredge patties with flour and dip in beaten egg, then breadcrumbs.In a skillet, heat oil and cook each patty about 5 min per side.Serve on a bun with favourite toppings (lettuce, tomatoes) and a side dish of coleslaw.
