Preheat oven to 400°F.
Chop the onion, mince the garlic.
Bring the butter to room temperature.
Heat 1/2 of the oil over medium-high heat.
Add onion and garlic and sauté for 2 minutes.
Add rice, water for rice, turmeric, and a generous amount of salt and pepper.
Bring to a boil, reduce heat to low and simmer for 18 minutes.
Meanwhile, rub spice mix on both sides of the steaks.
In an oven-safe pan over high heat, add 1/3 of the butter and sear the steak on all sides.
Place in the oven for 5 minutes.
Bring a small pot of salted water to a boil.
Drop in the green beans, cook for 2 minutes, drain and rinse under cold water.
Toss with remaining 1/2 of the olive oil, salt and pepper.
In a small bowl, mix the remaining butter with the chipotle sauce.
Slice the steaks and top with a spoonful of chipotle butter.
Serve on yellow rice with green beans on the side.
