Preheat oven to 375(f) degrees. Line a baking sheet with parchment paper.To a saucepan over low heat melt together the milk, butter, garlic, salt & black pepper.Add the flour & stir until a soft dough forms, about 2 minutes.Remove from heat & let cool for 15 minutes.Transfer to a mixing bowl. Add the eggs one at a time, ensuring each egg is incorporated before adding the next.Once batter is smooth fold in the cheese & chives.Transfer dough to a piping bag & dollop into 1-inch rounds on the prepared baking sheet.Brush with egg wash & finish with a sprinkle of grated cheese.Bake until puffed & golden, about 18 to 20 minutes.
