Preheat oven to 400°F and bring a pot of salted water to a boil.
Mince garlic.
In a large bowl, mix beef, egg, 1/3 of the oil, panko, 1/2 of the garlic, salt, pepper and Italian spice mix.
Form small meatballs and place in a baking dish.
Bake for 20 minutes.
Meanwhile, add the pasta to the boiling water and cook for 10-12 minutes, stirring from time to time. Drain.
Prepare the salad.
Thinly slice celery on the diagonal.
Cut the radishes in half and thinly slice.
Zest and juice 1/2 of the lemon.
In a salad bowl, toss the celery, radishes, lemon zest and juice, 1/3 of the oil, salt and pepper.
In a saucepan, heat the crushed tomatoes, remaining oil, and remaining garlic.
Stir in pasta.
Add meatballs and mozzarella to the pasta.
Serve pasta in bowls and accompany with celery salad.
