Preheat the oven to 175ºC/350ºF.Combine the maple syrup, brown sugar, pepper, ground star anise, ginger, garlic and butter in a saucepan, bring to a boil and then simmer for 5 minutes.Remove the rind from the ham if needed, score the fatty side of the ham and place in a roasting pan, fatty side up. Pour the water into the bottom of the pan, it helps to ensure that the ham stays moist while cooking.Brush the ham liberally with glaze and continue to do so every 20 minutes as it roasts for 2 hours.Transfer the ham to a serving dish, pour the pan juices into a small saucepan along with any remaining glaze and the whole star anise.
