Dissolve sugar in cold water in a double boiler, then add boiling water.Add vanilla bean, cloves, cinnamon and orange zest. Bring to a boil.Let cool for 5 minutes, then strain.Return strained liquid to double boiler, add honey and stir until honey is dissolved. Bring to a boil.Remove from heat and add vodka. Serve hot.
